POSITION PAPER: TAXATION OF SAFETY CLOTHING AND EQUIPMENT

Introduction

Taxation on motorcycle clothing and safety equipment is a disincentive to many motorcyclists.  Safety equipment should not be taxed, this will encourage the purchase and use of these items, as well as in the long term reducing expenditure in the health sector on motorcycling injuries.

BRONZ Inc Policy:

BRONZ Inc supports the removal of all taxes on motorcycle clothing and safety equipment.  We do not support taxing items which can save lives and minimise injury.  The removal of these taxes will:

  • Encourage the purchase and use of this clothing and equipment;
  • Encourage the purchase of quality clothing and equipment, rather than cheaper and unsatisfactory alternatives;
  • Acknowledge the need to support and promote motorcycling safety;
  • Make no difference to protecting the domestic market as far as motorcycle helmets are concerned. New Zealand manufacturers do not make helmets to the high international standards as those which are imported.

Summary:

BRONZ Inc does not support the imposition of any taxes on motorcycle clothing and equipment.  The higher prices resulting from taxes act as a disincentive to motorcyclists purchasing good quality clothing and safety equipment.  Removal of these taxes will in the long run save expenditure in the health sector on motorcycling injuries.
